According to this NY Times article the prosecutors can refuse to disclose why they are dropping the charges and accused for 15 years -- prosecutors cited "unseen developments" and because he is not "connected" know one will fight to learn the truth.

The truth will come out about Chandra Levy one day how ever long it takes and I am guessing we know the truth and like Cy Vance here in NYC asking to lower Jeffery Epstein's sex predator status -- the fix was in.
